The City of Vancouver has been awarded a $17.5 million RAISE (Rebuilding American Infrastructure with Sustainability and Equity) federal grant to support critical infrastructure development in the Heights District.
“The Heights District is essential to Vancouver’s future, and the Grand Loop is a key element of the project,” said Mayor Anne McEnerny-Ogle. “This grant allows us to construct vital portions of the new street network within the former Tower Mall site, supporting the first phase of development and delivering much-needed affordable housing. We are grateful to Senators Maria Cantwell and Patty Murray for their support in securing this funding.”
Building the Grand Loop: A Central Infrastructure Project
The grant will fund the construction of two segments of the Grand Loop, a two-way complete street featuring a linear park along one side. This reconfigured version of Blandford Drive will extend from MacArthur Boulevard, cross Devine Road into the Vanco Golf Range, and loop back to Devine Road.
In a future phase, two additional segments will complete the loop, connecting back to MacArthur Boulevard and fully integrating the Heights District with surrounding neighborhoods. The Grand Loop will promote a pedestrian- and bike-friendly environment, enhancing accessibility and connectivity throughout the district.

Senator Patty Murray emphasized the importance of investing in projects like this:
“This is exactly why I created the RAISE grant program—to support thriving new districts, increase housing options for underserved residents, and generate new jobs and opportunities.”
Senator Maria Cantwell highlighted the impact on housing infrastructure:
“Every city in our state needs affordable housing, including Vancouver. This grant helps build the essential infrastructure—new roads, bike lanes, ADA-accessible sidewalks, and a robust wastewater system—to support 1,300 new affordable homes.”
