The City of Vancouver has been honored with the 2023 Governor’s Smart Communities Award, Smart Vision Award for its ongoing work on the Heights District Development Project. This award recognizes outstanding local planning efforts, including comprehensive and subarea plans that promote smart growth and community development.
The Heights District Master Plan envisions a connected, equitable, and sustainable neighborhood for the 205-acre district located along E. Mill Plain Boulevard between MacArthur Boulevard and Andresen Road. Built on years of community feedback and engagement, the plan aims to revitalize the area while preventing the displacement of existing residents and businesses.
A Vision for an Inclusive and Sustainable Community
“We’re honored to receive this recognition for our work,” said Amy Zoltie, Project Manager for the City of Vancouver. “Past redevelopment efforts have sometimes harmed communities. Moving forward equitably means acknowledging those impacts and ensuring we do things differently. The Heights District is designed to be a vibrant, sustainable, and inclusive neighborhood.”
The Heights District will feature a walkable, mixed-use neighborhood with:
- Mixed-income housing
- Shops, restaurants, and services
- Parks and green spaces
- Schools and transit stations
- A pedestrian- and bike-friendly design
All essential services and amenities will be within a 15-minute walk of residents, fostering a more accessible and livable community.
Statewide Recognition for Smart Planning
The Washington State Department of Commerce announced the award winners on November 1, recognizing local governments that demonstrate excellence in land use planning and sustainable development.
“The Smart Awards continue our state’s tradition of leadership in innovative planning,” said Governor Jay Inslee. “This year’s winners are addressing critical issues like housing affordability and environmental restoration, proving that Washington can take on big challenges and succeed.”
Next Steps for the Heights District
The first Request for Proposals (RFP) for initial development parcels is expected to be issued in early 2024, with infrastructure construction anticipated to begin in Fall 2024.
As planning and development progress, the Heights District is set to become a model for equitable, forward-thinking urban growth, shaping the future of Vancouver’s central neighborhood.
