The City of Vancouver has taken a major step forward in the Heights District redevelopment by selecting the first developers for three key city-owned sites. On Monday, August 26, City staff and the Heights Community Investment Committee (HCIC) presented their recommendations to City Council for Sites B, C, and P—located at Mill Plain Boulevard and Devine Road.
Following a competitive selection process, the HCIC chose the following lead developers:
- Edlen & Co for Site B
- Palindrome for Site C
- Related NW and Vancouver Housing Authority for Site P
City Council approved these selections, allowing staff to begin negotiating exclusive negotiation agreements (ENAs) with each development team.
Moving the Heights District Plan Forward
“Receiving City Council’s approval to negotiate the ENAs is a crucial step in bringing the Heights District Plan to life,” said Amy Zoltie, Heights District Project Manager. “Each developer has confirmed their ability to move forward quickly, with all three teams aiming to begin construction in 2026, pending financing.”
The selected developers bring extensive experience in large-scale affordable housing and mixed-use projects. Their proposals align with the Heights District’s goals and emphasize equitable development, a key focus of the project.
Guided by Community Expertise
The HCIC, established in 2023, plays a central role in shaping the Heights District. Comprised of Vancouver residents with expertise in affordable housing development and financing, as well as representatives from local businesses and organizations, the committee ensures that the project serves the broader community.
Next Steps
City staff will now enter negotiations with the selected development teams. In September, they will return to City Council to seek authorization for the City Manager to finalize the ENAs. Deal terms are expected to be settled by the end of the year, with full development agreements slated for City Council approval in Q1 2025.
